Appendix A — Interpretation
ACTEW STANDARDS — The technical standards set out in Parts 1, 2 and 3 of this document and the water supply and sewerage components of any standards listed in Clauses 3 and 4 of this part (Part 4).
BASIC SPECIFICATION — the ACT Public Works Basic Specification — Roads, Hydraulic Services and Landscape (Reference 5.1); together with the associated Users Guide for the Basic Specification, produced by Totalcare Industries Ltd.
BLOCK OF LAND — An area of land (lot/allotment) on the final plan of a subdivision, for which a separate Land Act lease will be issued on completion of the subdivision.
CHARTERED ENGINEER — A Professional Civil Engineer with corporate membership of The Institution of Engineers, Australia.
CONSULTING ENGINEER — A professional engineer or firm of professional engineers having qualifications and practical experience in the appropriate specialist discipline as recognised by the Australian Consulting Engineers Association.
CONTRACTOR — A Contractor engaged by the Developer to undertake the construction of the water supply and sewerage assets in the land being developed.
DESIGNER — A person or organisation engaged by the Developer to design the works on his behalf.
DEVELOPER — Any person or company who undertakes works, either within or outside leased land, that will require modifications or additions to Icon Water's hydraulic networks.
HYDRAULIC SERVICES DEED — A legal document between the Developer and Icon Water creating legally enforceable obligations.
INSPECTOR — A person authorised, under Section 53 of the Electricity and Water Act (1988), to inspect the assets being constructed by the Developer for future operation by Icon Water.
LAND PACKAGE — An area of land identified by the ACT Government as being suitable for development and being offered for such development.
RECTIFICATION ESTIMATE — A written estimate by Icon Water of the reasonable costs required to carry out rectification work on defects identified during the Defects Liability Period.
SEWERAGE MASTER PLANS — Plans showing the layout and sizes of sewers serving the proposed land package. Plans show land use, road and block layout, proposed sewers and maintenance holes, and catchment boundaries etc.
WATER SUPPLY AND SEWERAGE STRATEGY PLANS — Plans prepared, held and regularly updated by Icon Water which detail the proposed type, size and alignment of major components of the water and sewerage infrastructure (in areas identified as suitable for land development).
WATER SUPPLY MASTER PLANS — Plans showing the detailed layout and sizes of water supply reticulation mains serving the proposed land package. Plans show the general location of mains, pressure zone boundaries and valve layouts.
Appendix B — Drawing quality
Drawing quality will comply with AS 1100 and Standard Drawing No. WSS 001. Notwithstanding these requirements, each drawing will contain:
1. Title Block:
- Development name;
- Developer details;
- Agent details;
- Drawing number (including revision);
- Revision block inclusive of dates;
- Revision marks;
- Scale bar(s).
2. In addition all Subdivision Layout Sheets will include:
- North point;
- ACT Standard co-ordinate Grid (ACT SG) at 100 metres;
- Road kerb and type of kerb or pavement edge layout;
- Block boundary;
- Section and block numbers;
- Existing surface contours at 0.5 metres;
- Final surface contours at 0.5 metres;
- Pavement type including footpaths.
NOTE: Approvals, if given, will relate only to items of new water supply and sewerage work. Appropriate line styles and annotation must be used to clearly identify such new work.
Appendix C — Requirements for Design Submission 1 (Master Plan)
If the parcel of land is divided by a water supply pressure zone boundary, as much as possible of the parcel must be served from the lower zone. Icon Water reserves the right to determine the actual location of the zone boundary, which may involve alteration of the Developer's Water Supply Master Plan.
Generally, all water mains that are to be handed over to Icon Water as town mains are required to be laid within the public road reservations in accordance with the alignments shown on Road Verge Drawings — Drawing Nos. SEP4 — 01 to 06, Chapter 4 (Road Verges) (Reference 5.2), or their replacements.
In special circumstances, easements or reservations may be required for water mains not located in public roads. The dimensions of these easements must be ascertained from Icon Water, and must be clearly marked on the Master Plan and eventually on Land Act lease plans. Generally, mains in private roads, private accesses, or private car parks are not classified as town mains. Town water mains larger than DN150 are not permitted in leased blocks.
The Water Supply Master Plan to be submitted for approval should contain the following:
- Road and block layout at a scale of 1:2500 on either Al or Bl sheet size;
- Block and section numbers, if available;
- Street names, if available;
- Contours at 2.0 metre intervals;
- Grid co-ordinates and North Point oriented up the sheet;
- Land use other than standard detached housing (refer to Water Supply and Sewerage Standards — Part 2, Table 2-1);
- Proposed water mains with sizes and positions of all valves and hydrants;
- Fire risk categories where other than F6 (refer to Water Supply and Sewerage Standards — Part 2, Clause 3.3 and Table 2-2);
- Zone boundaries, if any;
- Existing mains feeding the area;
- Existing easements, if any.
