Consultation on proposed updates Class A unit metering standards

The initial feedback period is now closed. Thank you to everyone who provided feedback or participated in a webinar or workshop. 

We are reviewing the feedback received and will publish a draft summary on what we heard in early November 2026. Stakeholders will then be invited to review the summary until 4 December 2026. 

The final standard, standard drawings (SD) and consultation outcomes report are expected to be published in early 2027. 

What is this consultation about?

Legislation in the ACT requires individual water meters in new Class A and Class B units.

We are implementing these requirements through the technical requirements, drawings and supporting processes.

Through the consultation, we gathered feedback on Class A requirements incorporated in the updated STD SPE M 006 Property Service Connections and Water Meters and associated standard drawings (SDs).  

Existing Class B requirements are already in effect and are not part of this consultation. ACT legislative requirements are also outside the scope of this consultation.

Consultation activities – now closed

We held two public webinars to introduce the consultation documents, explain the proposed updates and outline how people could participate and provide feedback.

The webinars provided an overview of the proposed updates and explained the consultation process.

We also held a series of technical workshops to discuss the proposed updates in more detail. 

Draft standard and standard drawings for consultation

The following draft documents formed the consultation package and remain available for reference:

These documents remain in draft form and have not yet been finalised.

We collected feedback on:

  • Updates to Section 5 of STD-SPE-M-006 Requirements for Property Service Connections and Water Meters
  • The three draft Class A standard drawings in the SD 3370 series
  • Whether the proposed requirements are practical, clear and fit for purpose.

What was out of scope for feedback:

  • Legislative requirements mandating individual unit metering for Class A and Class B developments
  • Content within STD-SPE-M-006 that is outside Section 5
  • Other Icon Water standards and Standard Drawings not included in the consultation package
  • Billing system and processes, Icon Water systems and processes, or broader program delivery arrangements (except where explicitly addressed in Section 5). 

The consultation timeline and process

The initial consultation feedback period ran from 20 July to 13 September 2026.  

Next, we will:

  • Review feedback
  • Refine the proposed standards and supporting drawings, where appropriate
  • Invite stakeholders to review the draft consultation outcomes report  
  • Finalise and publish the updated standards and a final consultation report summarising what what we heard, what we did and why.

Who was invited to provide feedback?

We encouraged feedback from anyone involved in planning, designing, constructing, approving, managing or maintaining developments where unit metering standards apply. These stakeholders included:

  • Developers and builders
  • Architects, hydraulic consultants and engineers
  • Plumbers and certifiers
  • Body corporate and strata managers
  • Construction industry associations and government stakeholders.

Attending a webinar or workshop was recommended but not required to participate in the consultation.

How we’re considering your feedback

All feedback submitted through the online form, via email or post will be considered by Icon Water subject matter experts.

Following the initial consultation feedback period from 20 July to 13 September, Icon Water will review feedback alongside legislative requirements, technical standards, safety, access, maintenance and customer billing considerations.  

A consultation outcomes report explaining what we heard, what we did and why, will be published for stakeholder review in early November.
