What is this consultation about?

Legislation in the ACT requires individual water meters in new Class A and Class B units.

Icon Water is implementing these requirements through the technical requirements, drawings and supporting processes.
Icon Water is seeking feedback on Class A requirements incorporated in the updated STD SPE M 006 Property Service Connections and Water Meters and associated standard drawings (SDs).  

Existing Class B requirements are already in effect and are not part of this consultation. ACT legislative requirements are also outside the scope of this consultation.

What we’re seeking feedback on

This consultation focuses on:

  • updates to Section 5 of STD-SPE-M-006 Requirements for Property Service Connections and Water Meters
  • the three draft Class A standard drawings in the SD 3370 series
  • whether the proposed requirements are practical, clear and fit for purpose.

What’s out of scope for feedback

  • Legislative requirements mandating individual unit metering for Class A and Class B developments
  • Content within STD-SPE-M-006 that is outside Section 5
  • Other Icon Water standards and Standard Drawings not included in the consultation package
  • Billing system and processes, Icon Water systems and processes, or broader program delivery arrangements (except where explicitly addressed in Section 5).

The consultation timeline and process

The consultation feedback period opens 20 July until 13 September 2026.  

After the feedback period closes, we will:

  • review feedback
  • refine the proposed standards and supporting drawings, where appropriate
  • invite stakeholders to review the consultation report  
  • finalise and publish the updated standards and a ‘What we heard, what we did and why’ report.

Who should provide feedback?

We encourage feedback from anyone involved in planning, designing, constructing, approving, managing or maintaining developments where unit metering standards apply, with a focus on updates relating to Class A developments, including:

  • developers and builders
  • architects, hydraulic consultants and engineers
  • plumbers and certifiers
  • body corporate and strata managers
  • construction industry associations and government stakeholders.

You are not required to attend a webinar or workshop to participate in the consultation.

How we’ll consider your feedback

All feedback submitted through the online form, via email or post will be considered by Icon Water subject matter experts.

Following consultation, Icon Water will review feedback alongside legislative requirements, technical standards, safety, access, maintenance and customer billing considerations.  

A summary of consultation outcomes explaining what we heard, what we did and why, will then be published for stakeholder review.  

Following the stakeholder review process, the draft standards and drawings may be further refined before they are finalised and published.
